Do addons require that I need to donate/buy on Steam?

I transferred the addons to the addon folder, but they don't seem to work. On the download page it says:

See addon usage in the character's vault.

And when I go to the vault it asks for a donation and the stone wardens file is in the addon folder.

I just wanted to make sure I understand things correctly. Instead of donating, I was going to wait until Steam has a sale to buy the game so I can easily access the internet with the Steam overlay.

Stone Wardens needs donator status.
The expansion needs donator status and it needs to be bought as well.
Everything else is completely free.

Thanks. It seems to be working now. I'm not sure why it wasn't unless it required me to start a new character. It seemed like once I started a new char the mods started working.

You always need to start a new character to enable addons.
