The meteors from rain of fire deal damage at the end of the animation, not on your turn- I tested it a bit and was able to bring an enemy to low enough health to be killed by a single meteor, then move in a circle around him really quickly, giving him a bunch of extra turns before the first animation finished and killed him. This is even an issue when not trying to break the skill, because it means that anything that would normally die on turn X from a meteor now dies on turn X+1 because the enemy turn happens faster than the animation finishes. This also causes some weird issues, such as the combat log displaying many meteors hitting a target in the same turn if you moved quickly enough. The combat log also waits to update with meteor damage until some other action is taken, even if it's an action that takes 0% of a turn.
Additionally, I frequently run into at least minor slowdown when using the skill, mostly when the meteor damage applies.
edit: Also, the skill cancels at the end of rest instead of the start of rest for some reason. It used to work fine, I think 1.3.1 or 1.3.0 broke that.

hmmm
there was that time, when i was playing Eather operator, and at some point meteors started raining down randomly, even when i don't cast a spell...
