summon limit in fearscape

I am playing a level 49 Summoner and I think I am going to die from a farportal boss who casted fearscape. The problem seems to be that I had creatures summoned before the fearscape was cast. The summons are outside the fearscape, they count against my summon limit, and they're duration is not counting down, effectively limiting me to 2 summons against a level 54 boss. Is this a bug or feature?

I have experienced similar issues with the temporal hounds. In that case, though, instead of capping the summons and including the ones outside fearscape/whatever the realm is, I start getting 4 hounds. Even turning on and off the sustain doesn't fix it.
