Can Not Download Steam Workshop Mods

Hey, hoping someone can help me with this issue. I have a few mods downloaded manually from the addon section on the tome website, which all work and show up, and several subscribed on steam workshop(I run tome through steam). No matter what I've tried, they will not download. I've tried resubscribing and unsubscribing to them, disabling steam overlay, waiting at main menu etc. and nothing has seemed to help.

Hum strange, can you access the steam overlay ingame ?
Also please post the te4_log.txt file in the main game folder

Make sure to get the log after you've tried downloading but before the next time you open the game, or it wipes. Beyond that, post the log to pastebin and post a link to the result here. Alternately, you can upload the log to sendspace, and post a link to that here as well. Either will allow him to view it.

I also can not access the steam overlay in game( its enabled)
