Double-Lich… one with shadows, attacking the other.

So I have a Ghoul Necromancer and I've been trying to play close attention to all of the details. No add-ons and not in dev mode.

Level 43… I've managed to end up with 2 lichs for some time now and one has spawned with shadows… they're murder machines but one thing I've noticed is that when no enemies are around, the shadows attack my other minions but only ONE, until they kill it.

They prefer targeting the other lich but when I summon more minions, they will often attack them… and once they've killed them, return to the lich.

Is this a bug or a balancing quirk?
