What # are high saves for lvl ranges?
I've gone from lvl 22-27 with my saves at around Physical:55, Spell:48, Mental:39, and the only time i've noticed any effects being reduced is Pinning Shot by archers being reduced by 2 turns. Every single other effect ends up saying "reduced by 0 turns". Just how high do i need to get my saves for them to be at all useful?

According to the wiki, it's 5% per point, so you'd need stats of around 10 higher to see effect on a two-duration effect.
To really see what numbers you need, just mouse over your enemies. You can see their various powers there, and compare them to your saves. If the Archer, for instance, has 45 Physical Power, then your save of 55 should reduce its duration by one turn. If, on the other hand, it has a power of 65, you might be getting an extension on the duration.
For saves at all parts in the game, it will be relative. In addition, don't rely on saves. As it stands now, they're not very good unless you really, really buff them up high, so you'll either want immunity, ways to heal debuffs, or better yet, both.

Aren't saves (and apply powers, I think) both subject to tiering? So the first 10 points give you one point effectively, then the next 10 it takes 2 points to get one effective save, then three, so on? Or am I way off the mark? If I'm more-or-less right, that means stacking saves is pretty much a waste.

I believe you're correct, except on a point: if your current save score is close to the next tier, it's worth a bit of effort to get there to mitigate spellschock, brainlock or off-balance.
