Where did Urkis go?

So I went to Tempest Peak on level 17 and go to Level #2 where I encountered Urkis, but he almost killed me so I ran away. I came back at level 20, but I can't find him and there is no level 3 anywhere. I tried looking all over the map and used auto-explore but can't find him and the quest is still active. Is this a bug or am I missing something?

Sounds like it could be a bug. He shouldn't disappear like that.

He might have walked somewhere looking for you after you ran away.

Auto-explore won't take you to places where you've already been, so your best bet is to manually poke around the map and cover the area where you last saw him.

If you have access to stuff like Track, use it.
