Honestly I'd rather just see short staves removed, than guaranteed.
Add a few more fixed artifact short staves, remove the egos, and call it a day.
Then they're an occasional gimmick rather than the guaranteed optimal tool for every Magic-using melee class.

Meh. Better to leave it alone than take people's toys away, I say, if you're leaning that route. They're rare enough as is to be a pain in the hindquarters to find, if you want to punish people for wanting to use 1-handed staves. Leaving it as an ego instead of an artifact at least avoids functionally level locking the "gimmick"'s usefulness.
If the worry's every magic user trending towards staves, just incentivise the non-staves for 'em some. Not sure I'd expect that to happen, though... most of the better melee artifacts are notably not staves, already.

The original 1-handed staff was the Telos top-half, which was always T5.
So yeah, you'd be locked to T5 or lower.
