Aside from how difficult it would be to code AI that's legitimately intelligent, it would also make the game dozens of times harder as even lower level monsters would be able to pose a threat if they use their skills efficiently. Besides, enemies in roguelikes have ALWAYS used abilities completely at random! It doesn't bother me any.

I suppose there could be a few very basic fixes like "Don't use a healing infusion if you're already at full health" but I wouldn't expect any actual tactics.

Maybe different enemies have different IQ can help it. Smart enemies(bosses) have smart AI, knows combo and wisely use it, while critters just randomly use them, even use the worst talent in that situation.

There's already dumb vs tactical AI. Dumb AI (animals, basic mobs etc) just uses stuff at random, tactical AI (bosses, elites etc) will try to act intelligently. Doesn't always work too well though.

I basically agree with the OP. The game has a small handful of issues, but it's the best roguelike I've played. I was playing NetHack before I started TOME, and I feel like this game fixes all the design flaws of NH. I can't go back to NH without getting frustrated by how clunky and tedious it is compared to the streamlined gameplay of TOME.
