The rogue is a perfectly decent class nowadays although they do have a precarious start. It still seem as though players need a bit more of an incentive to try them out.
I suggest they be given the unique ability to cross the magic/antimagic divide. That would mean Zigur would always be visible, and would always accept escort sacrifices. Similarly, even if they went antimagic, Angolwen would stay open.

Not quite sure how you'd do it, but the concept of playing the two factions off of each other does sound really interesting.
Maybe attach it to siding with the Assassin Lord? I feel like that still needs a bit of a buff. Maybe some sort of artifact that when worn makes Zigur friendly and disables all of your magic.
I feel like this is the kind of thing you'd stick on a prodigy, but that's a bit late in the game to be useful.

I am all for doing more with factions. This is a part of the game that looks like it has a lot of potential, but then got sidelined. I don't know how the player could become a political mover and shaker unless you were to build a campaign specifically around that idea. There is room for bonus sidequests, ways to gain/lose favour with different factions. Being in favour should probably mean lower prices in shops. The escort quests could readily be co-opted. Access to skill trees could be made to work through membership of a faction, rather as a direct escort reward.
The abilities listed would be underpowered as a reward from the Assassin Lord, given they compete with the Merchant item reward. If you were to add a bonus quest to the mix that could work. Access to a nefarous black market, would probably be needed to compete directly.
