What it does: +10 percent resist to all elements (as separate categories, which would probably be a lot cleaner as +10 resist all).
Still a good item, and probably a reasonable tier 5 artifact as it is, just bringing up since the text and effects don't line up. Tested with a few equip/unequip on just it, checking the character sheet resistances.

I'm not getting this error. Does your character already have resistances without the Girdle of Preservation? I think the confusion might be stemming from the way resistances are calculated, because +10% resist lightning/temporal/cold/everything else actually isn't the same thing as +10% resist all. Resist all stacks additively with other resist all, and resist foo stacks additively with other resist foo, but resist all stacks multiplicatively with resist foo.
So for example, if I have 15% resist all and 30% resist fire, my total fire resistance is 40%, not 45%.

Ah, I do. That would be the confusion. I have a 36ish resist all. And so I'd equip and see Lightning resist: 46.
