[1.2.3] 'first-time' overrides 'important' notifications

I have first-time notifications turned off to avoid chat spam (I don't really care if someone has earned 1k gold), but I leave 'important' notifications on so I can see winners and such. It turns out that I only get notified when a winner is on their second or later win. I don't get notified if someone gets their first win. I think 'important' should take precedence over 'first-time' instead.
