Why do the iron gloves give -15% attack speed penalty?

Either it's a display issue, or they're just heavier. I can't remember which.

But if you consider the weight the 17 weighting heavy chest armors have no impact...

Its to do with unarmed combat, where gloves are faster than gauntlets.
