That'd be too far in the other direction, Berserkers and Bulwarks don't build mindpower so the effects would never hit against enemies that mattered. IMO the better solution would to apply the mental status with no_ct_effect=true and manually call crossTierEffect afterward.

It is the physical power of the warrior that you'd be worried about.
So I think its fine for applying Fear effects.

Compromise: use Spellpower.
