It would scale with the level via stats.
And yes, this would make Unstoppable, Heroism, Blurred Mortality etc more essential. But isn't it the good thing? Races should alter gameplay, make familiar things (such as below-zero survival skills, shields, hp and con items) feel differently.
And I think best innate defence would be a resistance to things that can dispell your life-preserving buffs, such as Disperse Magic or Mana Clash.

As soon as I figure out how to disable sub-classes, I'll be stopping any Faerie from becoming a Necro, so forget about Blurred for now. (Being Nature-Born, bringing the dead back to life is quite... anti-nature)
And static health values wouldn't make sub-zero health, or health items feel different.
All it would do is ruin health items, and make Shields and Sub-zero health talents a requirement for successful play.
My issue with that, is 'requirement'. I want to keep options open for them.
Edit: 100% missed yer post Null, due to a new page being made.
A shield effect when hit seems like it could function well enough...
Could tie it to how much Luck you have for it's value as well, to offer them a bonus for Luck Items.

Just wanted you to know that I won ToME for the first time ever with a Faerie Archmage (ver 2.0.2)

Fey Luck has been given a new bonus.
Now, if you take more than 10% of your life as damage, some of the damage is nullified, and you are given a 2 duration shield of equal value.
Both the Nullification and Shield Value are equal to your Luck stat.
Grants a double/triple effect if health is lower, same as other talents.

The first talent "Flight" Does not seem to be granting its bonuses. nothing shows on the Character sheet, and I don't seem to get the speed bonus. Will test further.
Edit : this was an addon conflict the the "tome-rest_tweaks_2.teaa" Addon. Disabling it resolved the problem

The "feel" of this just isn't right to me, given the mythos of a fairy. More so, it's all a bit complicated. They Fey are an incredibly quick and agile race, however they are incredibly fragile.
You will have to make use of their blinding speed to survive encounters.
If you find yourself in trouble, you can spray some Fey Dust onto nearby enemies while you escape.
Fey stats:
-2 Strength, -5 Constitution, +3 Dexterity, +3 Cunning, +6 Luck,
Life per level: 7
Experience bonus: 15%

I'd like to suggest that Fey Luck keep the luck and saves increase but get rid of the damage shield and instead replace it with an "illusion" avatar. Make it so that when you're hit for "x" percent of total life then it has a "50%" chance to create an illusion of the fairy that enemies are inclined to attack over you. Make the illusions last two turns and then three at lvl 5. Also make it so that you can create more than one illusion if you're hit more than once… perhaps one additional with each level.
Also, for Fey Dust… sticking with the fairy theme, I kind of think it should be a kind of "enchant." Get rid of knock-back and damage and replace it with a decent magic bonus solely for the purpose of overcoming enemy saves. Then, make it linger for a few turns and have it do ONE status effect at a time. If they overcome it then the next turn they have to save again. If they save the first, then they have to save against the second, and then third all on the same turn. Once a status effect hits, the next doesn't go into effect… until the next turn in which they have to do it all over again.
My suggestion for order is: confuse, silence, pin, and blind.
I think this is a really good add-on… I just think it might be a little awkward and thematically inconsistent.

Did you have any lore in mind for the faeries, other than that they are distantly related to one of the branches of elves?

There is no lore for them. That lore was retained from the original author, and I've not found a good way to expand upon it, beyond the opening area.
I'm not changing Fey Dust. The idea of throwing my fairy dust at enemies is something recommended to me early on, and is what originally inspired me to updating this addon. If I changed it, I'd really miss out on the flavor of it.
A clone target would be quite strong for a racial, especially due how enemies will, and I'm not joking about this, walk past you if you have 1% health, if their target is behind you with full health.
Additionally, the shield was a way to allow Faerie to get a benefit from finding Luck equipment, something very few talents ever offer. (I can only think of Halfling off the top of my head.)
I'd like to point out that, even though I may be blunt, I do honestly appreciate you liking this addon enough to post a recommendation for it, but I'm simply... different in my mindset of thinking.

Fey luck seems to only give a bonus to luck and saves rather than negating damage and providing a shield. Do I need to put more points in it to get the shielding effect?

The damage taken was increased to 20% recently, and it's value at lower levels was also hit.
Either of those may make it seem like it isn't triggering, and also make it harder to trigger against fodder enemy.
If you'd like to see if it's triggering, drag it down to your hotbar from your 'm' talent menu.'
Edit: I just looked at your vault, and you don't actually have the updated Fey Luck talent. Make sure you have the latest version from http://te4.org/node/3339.

Oh, thanks for checking! I'm not sure why Steam didn't catch that update... my workshop link shows it updated on 23 Jan. I updated manually and the talent works fine now!
