I agree that the backup guardians need buffs. I can't remember the last time any of them was a challenge for one of my characters. They should all be at least as hard of a fight as the Vor Armory, which the player has already cleared.
Most of them just don't have enough abilities to present a challenge since they're pretty easy to prepare for for most characters.

Buffs can be provided by giving them additional talents that phase in over levels (40-50), mostly focusing on weaknesses. This would have the side effect of making the order you do them in matter (assuming your character is < level 50 when going back west).
Also, some of them have fixed talent levels in their talents (The talent resolvers should specify a talent level progression for all of them).

Why just have them have a collection of enemies (noted the the sand worm killed the other ones so my original idea is out) be varied? That would make them much harder to prepare for.

Rather than having their skills scale (as I never wait until I'm level 40 or above to tackle them anyway) with level, just give them a semi-random collection of unique enemies to accompany them. I think it would be neat, and challenging, if the enemies are truly unique (found nowhere else in the game) and possess odd, tricky combination of skills.

I think the biggest problem is that the backup guardians wander alone in the completely empty dungeons. Even using the wiki to pinpoint the correct floors, locating the backup guardians is boring and annoying; I can't imagine what it's like spoiler-free (if you even looked in the cleared dungeons for backup guardians, IIRC there is no in-game reason to ever do so.)

If the entire dungeons repopulated, that would increase the danger level of the guardians. Some in-game lore nudging you towards reinvestigating the dungeons would also be nice.

If you repopulate the entire dungeon then you're adding length to the game but also an opportunity to level before the prides, which would make them less challenging.

I think a small sub-dungeon (no more than 20x20 or so) with a backup guardian and maybe 5-9 unique enemies would be enough.
