I'm very fond of the unique rune that is a shield with damage reflection (although I will note that I think the shield itself is a tiny bit underpowered but whatever) but there isn't a comparable one for infusions. I think there should be.
I don't have a great suggestion for one but perhaps some of you will. Here's mine:
1. Global speed infusion... increases global speed "x" percent for some number of turns combined with a small increase in saves... maybe +3 to start an increasing based on dexterity. I don't know... I'm sure some of you have better ideas.
2. Unique shield rune that prevents all damage and status effects for one turn.
3. Unique damage rune that does some elemental attack (as per the current ones) but adds a % bonus to that damage type for "x" number of turns.
4. Unique teleportation rune that is targetable but doesn't add damage reduction.
Thoughts?

Those are interesting, to be sure, and I think that artifact runes and infusions could use more... presence.

There is an Artifact Infusion with some interesting defensive stuff. Its hard to get though.

About the teleportation runes well... I guess I don't understand the description, which is a problem with much of the descriptions in this game but that's another issue entirely.
The damage runes is about synergy, something often lacking in this game. The idea would be to add additional damage to a damage type in exchange for a slot and whatever benefit they normally have. I, for one, would make that tradeoff for many builds... especially tanking mages which aren't viable at the moment but are close, with the additional of short-staves and +blocking.
I think infusions and runes could use a lot of help, especially because so many are so useless (vision runes in particular).
It's irritating and annoying to go into a shop, or pick up runes, and see six vision runes and five regeneration infusions... it's silly. Let's reduce their volume dramatically and add a bunch of uniques to pick up the slack.

-AM damage shield
2. Random summon infusion.
3. Stamina/Equi regeneration infusions.
4. Sustainable & Passive infusions/runes:
-passive: increase damage resists/ increase armor value & armor hardness/ add states/ add life or resources regeneration.
-passive: decrease cool down by 1 or 2 turns or by about 20%;
-passive: anti arcane-disruption, with a chance and/or a cool down, or it drains mana every time it functions;
-sustainable: cancel the first physical/mental/magical timed effect, then set the infusion to cool down;
-sustainable: some talents that buffs you while constantly draining resources;
-sustainable shield runes, generally cost more to absorb damages;
5. A unique rune that permanently copies a spell that is used on you.
6. A unique infusion that destroys the slot in exchange for something, like state/class/generic points or enable you to learn some specific tree.
7. Controlled jump infusion.
