Missing Protector Myssil in Zigur?

I was doing the whole "Storming the City" quest, when it crashed in the aforementioned town, and made all the shops (and the Antimagic trainer) unavailable. I tried to find a way around it, and found just deleting the town file did it. When I finished getting Antimagic, I found that Myssil was missing. Since the other option just runs away, am I SOL for this sidequest, or is there anything I can do to fix it?
