As noted in the Bugs subforum, Nature's Balance works slightly differently than the description led me and some others to believe. What it does is reset the cd of wild-gifts with a tier up the the talent level of NB, so getting 5 points only adds one or two talents that are rest. Would be nice to give the maxed out talent (at 1.2 or 1.3 mastery, so make that tl 6) a little bit extra. Obvious things would be reducing cd to 40 (that's 20%) or even 30, or the equi cost from 20 to 15 or even 10.
Other ideas: make it instant, make it RESET ALL THE WILD-GIFTS, make it remove a negative status effect. Any more?

Make it reset 1-2-3-3-4 (depending on raw talent level) of wild gifts regardless of tier.
Removes the 1-point wonder effect it currently has (for resetting 4 t1 talents), 3 points give you the most for your investment (which is how talents generally work in ToME), and it makes it more unpredictable which is thematically fitting.

Well currently it resets 3+TL (raw) of up to raw TL in tier, for up to 8 talents reset.
I agree your version would be pretty straightforward, but the number of talents reset at the high end should be about the same. It could use your numbers with reduced cd and cost, but that might run into issues with other equi regeneration talents or cooldown resets.
So I think 2+TL or 3+raw TL would work. It'd still be a nerf though, since currently you'd take it so you can get a specific key talent off cd, and with low tier talents you can usually be pretty sure it'll do that, while with higher tier talents it'll reset everything anyway. Depends on how many active talents you use, of course.

Just toss the tier effect, yeah.
It makes the talent abusable for those that understand it(which often takes spoilers or testing, as the phrasing, while fairly clear, only really makes sense once you already know what it does.), and doesn't really add anything to it.
Alternate idea: Rather than having the reset skills simply reset random talents, have them lower the CD of all talents. In the case of Nature's Balance, for instance, have it reduce the CD of all Wild-Gifts by (TL*1.5 rounded up, cap at 10) instead.
You could reset fairly fast stuff, or take a decent chunk off slow stuff. Seems useful still.

I'll note that some ways of handling this result semi-indirectly in a nerf to Oozemancers (which s not necessarily a bad thing) as it kills off the mutually refreshing refreshes trick.
