Maybe nerf it down to 20 points reallocatable (effectively one whole tree).

Maybe as a Celia drop.

Heck, I could imagine Celia ditching two filled-up trees in the merchant/alchemist talents to go for hard-core necro.

I don't get it. Why would this be so amazingly powerful it would need to have major drawbacks? It strikes me as being primarily a thing that would help beginners who thought Summoner was a magic class or something.

Maybe make it an Adventure thing? You could gain one respec every time you gained a life.

I don't think it's really powerful in general, though you may have to do some special checks to prevent things like litchform from becoming glitchy in your favor. The main point is that it's what we don't want, a noncommitment to building your character carefully so that it can cover every challenge in the game with a particular progression of skills. Therefore it would be better to have respec hard to get, and if it's hard to get, why not have players get it in a way that has some mild strategic advantage, to make it interesting, and have the players pay for that potential benefit through a definite penalty of some kind?

The comment about beginners is apt, though. Maybe have all players carry a respec scroll for their first N games with each new class, which will also disqualify you from winning the game if you read it? So you can have unlimited respec just as a convenient way to learn the class in that kind of case, but can't use that type of respec to beat the game legitimately.

I think the other criticism that's been raised is that different portions of the game favor different builds; think of Arcane Blades, and how we frequently juggle points to run them as a caster for the early game, then dump a bunch of points into the earth tree once we get a little further on. Respec potion means you play as a mage the first part of the game, then basically start a level 20 (or whatever) melee AB. I'm not saying this is bad, just a different game experience without the question "should I max fire spells now to survive, or push my luck in order to maximize overall damage later?"

I think the current system with about 3 points of respec is pretty good. It will get you through the early levels while the class design from a developmental view is not yet optimal, but it's a very small amount of respec compared to the number of skills that you carry later on.
