[1.0.5] Eel skin armour not procing

It says 10% chance on hit(nature). I"m a oozemancer and I've had it for 10 levels now, and not one proc.

does it only work if you hit something? Because I never do, I only use talents.

I saw eelskin proc even as a Brawler who used breath-weapon gloves.
