Targeting by itself does not automatically require or produce hostility. You can see this from time to time if friendly NPCs damage each other before targeting the player. They will stay targeted on each other but wont attack, and will instead just follow each other around. The same thing occurs if a hostile target becomes friendly. (Freed slaves in the ring of blood dungeon do this towards the player.)
This is really an AI issue, as the normal AI routines don't provide for un-targeting friends.
