"Very powerful" is a word, he has at least L3 Shadow Veil, regardless of level.

He'd basically just kill everyone below L15 in practice.

Nice catch. I guess those talents are an artifact from development? He seems to have about the right level of difficulty as is.

I picked this up with my tough dumb ai addon, watching the log with baretail.exe.

Because he uses dumb ai ! I though all bosses used tactical. Is this a bug?
