Here's another idea.

Don't allow unlearning of any talents that are on cooldown.
Any time you train up a talent, including passive talents, put it on a minimum fixed cooldown. (Something like 10-20 turns? What would be significant enough to discourage talent point juggling but not penalize normal level up too much?)
This would work because the talent system automatically counts down all talent cooldowns. The levelup dialog would need it's own simple unlearnable test (easy to do).
When trying to unlearn such a talent, you'd just get a message like "You can't unlearn this talent for X turns."
Otherwise, training talents would work the way it does now, so, besides a possible game-time penalty, there would be no impact for most players.

By unlearn, do you mean removing a single (or more) talent level, or completely unlearning to talent level 0?

I mean that you can't take any points out for a few turns after you train up a talent.

That sounds like the perfect solution to solve juggling issues, without penalizing players. I vote for this.

Two turns cooldown would probably be good.

Bonus idea; Make cooldowns reset on levelup, so that no one ever has to wait to level up. If resources and life can go to full, it's not really that different.

Is 2 turns enough? I don't do much talent point juggling normally, but it seems that the point is to make moving points around counter productive during a single fight, at least against something challenging.

Completely resetting everything on levelup might be too good for certain talents with long cooldowns like relentless pursuit or draconic body. Instead, just reduce the remaining time by whatever the training penalty is.

You might still be able to exploit it some with that. God knows I can see people trying it. 5 might be safer. Being able to juggle one in every 6 talents ought to be enough to keep any real abuse from going on, and even if we set it to only work every 50 turns, there'd still be some people who'd abuse it. The idea is to make it so unproductive that it's something they won't bother with, and won't impact gameplay for us or them.

It will always be exploitable, and any attempt at fixing it will add no value to the game.
