Scatter Shot affects an area - you fire an arrow at every enemy you see. If a creature is behind the corner, you can't hit it. It makes sense - you're firing multiple arrows or sling shots, not an explosive fireball.
Unless you use Track. Then, Scatter Shot magically becomes an explosive grenade you can hurl behind a corner. Fire it behind the corner, and you will hit enemies in there. Even if there's no line of sight to them ('Shoot' can't be used because there's an obstacle in way).
It is likely that Dual Arrows and Volley of Arrows are also affected. I'm playing a sling Archer and can't test that.

Scatter Shot does not function as you said, and is in fact an explosive fireball.
It'd basically be redundant with Volley of Arrows, otherwise. Probably could use a retheme at some point to fix confusion like this... (Explosive Arrow? Shockwave Arrow?)
