The quest said to the north, but is that in the far east or maj eyal? i feel like i've searched everywhere T^T

Tannen is still inside Last Hope, in the northwester building that isn't a shop - about 10 o' clock...

Same here. The text definitely needs changing, unless it's intentional to make players run like headless chicken.
