No, that's not a typo.

If you learn the Psiblades talent from an escort quest, you get it at talent level 0.8. You don't have the category, but it's fairly clear that the game has given you 1 Generic talent point in the talent, and given you the Mindstar Mastery category, "hidden", at mastery level 0.8, for an effective talent level of 0.8.

If, later, you buy the category from the Purification Tools store in Zigur, you will have the Mindstar Mastery category, unhidden and unlocked, at mastery level 0.8.

That much, I have confirmed through actually playing the game.

Now, by talking to other players on IRC, I have been led to believe that if you buy the Mindstar Mastery category without ever accepting any of the talents from an escort quest, then you get the category at mastery level 1.0.

In other words, you are penalized (permanently) for taking the talent from the escort.
