Solved. Not bug[1.0.3]Dwarven Power is money, incorect math.

Dwarf level 19, berserker Gold 1408. Saves physical 31, spell 10, mental 8.
Putting 3 points into power is money. Skills should increase by gold/75 up to +21. 1408/75=18,7
Saves go to: 40, 24, 23. Increased by 40, 24, 23. Increased by 11 14 15.
Tried without items, got 26->35(+9), 7->23(+16), 8->23(+15)
Someone can explain or confirm i am the only broken dwarf, maybe its just my game.

Not a bug.

The tutorial explains this(though not necessarily all that well); Powers and Saves have diminishing returns. Every 20 points, the color on a save/power will change(which has some small bonuses for both), and it will take one additional point of Power/Save to gain one actual point.

So, it takes two points of raw, listed Physical Save to get one displayed point from 21 to 40, three points from 41 to 60, etc.

We should consider changing the stat descriptions to make this more clear -- distinguishing "raw" from "rescaled" stats.
