This addon ads an in-game option under Game Options to disable mouse targeting. This is a boon to those like me who play primarily with the keyboard and have a bad habit of nudging the mouse at the most inopportune times (e.g. while shrieking "LIGHTNING BOLT!" in a fit of nerdy delight, only to send it speeding into the nearest wall). The mouse works normally except when the player is in 'targeting mode', i.e. looking or targeting talents.
Please let me know if there are any issues.

Possible future improvement: allow mouse to still bring up enemy tooltips while in targeting mode. This would be nice, but I'm not really sure how to go about doing it, and it might be more work than it's worth.

With this tweak, I request integration for V1. The addon has been updated once again. The user won't notice any difference, but apparently I was doing something, in the words of DarkGod, "very very very naugty" with the code in the previous version.
