You do not get the rod of spydric poison for saving the paladin... it is not a static quest reward, but a randomly dropped artifact with moderately higher chance to be there (as with many artifacts that are often but not always certain places). Aside from the fact it serves a different purpose to weapon coating poisons (using the ranged item breaks stealth prematurely, i believe.)

Nope. The Rod of Spydric Poison is a guaranteed drop. Ungolwe has a 100% chance of dropping it on death, and it cannot be found anywhere else.
As for giving Spydric Poison to Rogues, it sounds handy. It'd be a pretty effective means of keeping enemies from running away, and I don't think it'd be overpowered (we already have gravity weapons, after all).

If you wanted a "flavorful" way of doing it, bring the rod to somewhere in the Sunwell or on Maj'Eyal and have an alchemist or assassin or something and they turn the rod into a skill.

The issue with spydric poison is that slings would be able to proc it in the next version.

I dont see why they shouldnt have it. The poisons Oozemancers have access to includes Spydric poison. You can Spydric poison in a radius of 3 at a range of 8. I think thats a bit more unbalanced than letting a Sling have poison shots to a single target.

The presumable issue is that the sling would be a lot more consistent about it. Oozemancer spores, there's at least a chance of it wearing off due to getting a different poison. On a sling, it'd be reapplied pretty much every turn and the poor bugger'd never, ever be able to move.

Cooldown? You can only apply Spydric poison to a target once every 22/18/14/10/6 turns? I cant remember the duration of spydric to balance it around that.

reload (e.g. apply it for every 5th projectile, fired by rogue with 5-shot pouch, and do not apply at all for infinite-ammo pouches). This would make slinger rogues with tiny pouches somewhat dangerous, but still fairly sane, compared to chronomancers with Time Prison/Gravity Well. Or, maybe, generalize delayed nature of stoning poison and make pinning of applicable Spydric poison delayed as well.
EDIT: Actually, applying poisons only to single shot from pouch/quiver may be fairly annoying due to partial reloads. How about just applying stoning/pin of poisons immediately with ~20% chance of application for every hit with poisoned weapon on maxed poison mastery and making it delayed for slings? Rogues already have similar stunlock in Dirty Fighting, so it should be fine, right?

I haven't really seen a compelling reason in this discussion to give rogues spydric poison. I'm not against allowing rogues to get more poisons, but surely we can think of something more interesting and fun, no? Is there an effect (other than Pin) that would be particularly useful (but not overpowered) when applied with a shot from a sling?
It is actually possible for a dagger to apply spydric poison regularly. Check out the "Mandible of Ungolmor" artifact.
Finally, I looked at the "Rod of Spydric Poison", and the damage scales with Mag, which seems weird to me:
