[v1.0.0] Recharge Items on Rest

This addon adds a third instance of resting (after checks for resources and talent cooldowns) which waits for any worn usable items to recharge to maximum capacity.

Possible changes if the need should arise:

- move the check for rechargeables to the second (i.e. talent cooldown) instance of rest
- check for all rechargeable items in inventory, not only those currently worn (this might end up being interesting given the rumored upcoming change to Switft Hands)
