Which means you can use wands without equipping first, just like rods.
It seems to make more sense this way. I don't understand why you need to, eh, prime a wand before using it.

I would say something about balance issues, but wands are the subset of charm that are used the least, and they'd still set Charms on cooldown.
Torques and Totems can be used as vital skill replacement(teleports, heals), but wands don't have a role like that.
Sounds fine to me.

Kills the idea of randart wands though, and those have often had decent resists/stats on them...

Nothing says you can't equip the stick too. At least, nothing that I know of.
Just let them be usable from inventory if people want. If they have stats people want, they can equip them.
