Ring damage bonuses/modifiers do not apply to ranged attacks

Right now my archer character is using a bow that gives temporal damage bonus, and a ring that gives light damage bonus. However, when he hits with arrows, only temporal damage bonus is registered.

Read the bonus on the ring. It probably specifically mentions Melee. Unless a flat damage bonus mentions Ranged, it's not going to work with a bow or sling.

No. I have tried a few rings and all of their damage bonuses don't apply to ranged attacks, including the one I have on now, the Void Orb.

Void orb definitely should be working for ranged attacks. Assuming the attack's physical, you'd be seeing a fairly small increase of about 7%. Note that this isn't included in damage on your character sheet or whathaveyou, but if you're hitting fairly hard you should be able to take off the ring, shoot a few things, put it back on, shoot a few more, and notice a little increase. You might try out that archery damage addon and see if it's registering the change.

The 15 arcane projection thing -- that doesn't apply to ranged attacks, which is why it mentions that it's melee. If the percentile modifiers aren't working, then yeah, there's an issue. Maybe take a few shots and then copy the last few lines from the te4_log.txt? You'd be able to check fairly explicitly whether the modifier's getting applied, via that.
