No attribute change after drinking Elixir of Mysticism

I've experienced no changes of attributes in my previous, fearscape-stucked character when his magic and willpower capped maximum.

I want to know whether this capping is really intended by the creator.

So I tried another character with 57 attribute points in magic and willpower, exactly 3 less point from the cap, drink, and again nothing happened.

Here I upload 2 character saves. The former is fearscape-stucked, already drinked Elixir of Mysticism(consumed in order of Foundations, Focus, Force, Mysticism) and have no change in magic and willpower,

while the later is just before drinking the elixir(Already consumed Foundation).

I want to play appropriately without certain stucks and disadvantages.

The former would have escaped the Tannen's fearscape trap and get 3 additional attribute points on magic and willpower if those max capping is not intended.

The later would have properly gain 3 additional attribute points on magic and willpower if he drinks the Elixir.

I'll really appreciate anyone who can fix those problems. Thanks in advance.

Just checked the second save. Potion's working -- you went from 87 to 90 mag/wil. The potions the alchemists give you do not effect your base stats, so while you're getting the +3 to each, you're still able to invest three more points via level-up. You won't see a change in your base stats when you use the elixirs, just in your effective ones. They give stat boosts in the same way escort stat rewards do.
