Probably not intended, considering you need Shivgoroth Form to get Ice Storm now, but getting direct access to it did make the Ice Storm cooldown reduction on Tarelion's Staff actually useful for once.

I remember DarkGod once saying that he didn't like the books, because they were the only source of universal class skills in the game. Ice Storm is, technically, an NPC/special form spell, which makes it more like Loremaster skills.

How about, instead of changing that, change the Book of Wildfire to Meteor Rain? Or retheme it to Demonfire, put it in Grushnak or Vor, and have it grant Infernal Breath? Or just a new skill, I guess.

(That Ice Storm on Tarelion obviously should be changed to Shivgoroth, either way.)

Which wears off before you can cast Ice Storm a second time unless you stack the cooldown sustain/boots/pick or abuse Timeless, meaning you're stuck waiting for the unaffected Shivgoroth Form cooldown anyway.
