The Ziguranth are supposed to be a semi-secret group, with a far more extreme version of general society's views on magic. Their partols should not be so prevalent, I feel.

I agree with this and it fits the lore.
Maybe some actions from the player should reduce the rate. Successfully attacking Zigur for instance could eliminate them.
