To help out jewelry and the artifacts that imbue items. Because it doesn't make any sense that unenchanted items would be rarer than enchanted ones.

Clearly everyone just egos their items as a matter of course. You can't swing a cat in Eyal without realizing it's really a yowling cat of angular momentum. Getting a plain voratun greatsword instead of an egoed one must be like getting a bucket of wood pulp instead of paper.
