Make a prodigy or class that focuses on item abilities

Prodigy: Item abilities takes no turns to use, but item cooldown is increased by 40%
or
Prodigy: Item abilities takes only half a turn (or 33% of a turn) to use
or
make a new class like "Item Collector" that focuses on item ability usage.

I'd like to make a build that focuses on clever item ability usage. There are some items that I'd really like to use, but they require a turn to use. If you're making a new class, the class could have abilities to reduce stat requirement, increase item ability damage, and decrease item ability cooldown. This class would be fun to play because no two playthroughs will be the same, due to different items gained.

How about being able to use items from your inventory, that normally have to be worn to be activated?

unfortunately, that would make the skill too overpowered because you can just carry items. Instead, something like a "store item ability as one of your skills" as a talent would be better. But I bet this would be difficult to program.
