This probably not a bug, when use Caps Lock to move the screen, the screen will not move if the screen edge is already lined up with the map edge.
And then, you cannot see the tiles that near the edge of map, because they are covered by the UI (mostly the talent bar).
So make the screen can exceed map edge a few tiles should be a good idea.
