[b43-svn-5779] Stormlash can be used beyond intended range

The artifact Stormlash has a usable ability which can "strike an enemy in range 3, releasing a burst of lightning". If this ability is used on a target outside of the indicated range (and even out of the character's line of sight), the attack still goes through dealing damage to the target and applying any on-hit effects.

I've noticed similar behavior in b42 with the invoke tentacle ability granted by tentacled-branded wands. When casting the ability, you can ignore the range indicator and summon them on any square on the map.
