Add a real description to Command Wand

The descrition of Command Wand isn't too useful: Alter the flow of energies through the staff. I think it should be changed to the exact thing this skill does.

I'm pretty sure all it does is change the damage type of the staff.
I think most people don't really have a problem with it...?
Could be wrong there :?

I had to post in the Dumb Questions thread to figure it out! I figured the animation that accompanied the action meant it was some sort of short-range damage dealer of the type you selected, but testing soon showed that wasn't the case. It made sense after a quick explanation (thanks!) but I agree it could be made clearer in the description.
