[b42] Tooltips in shops not doing compare correctly

There's something broken with the "ctrl to compare" feature on items in shops. Pressing ctrl while hovering over an item will toggle the comparison on instead of just whilst you hold the ctrl key. And then comparisons will stop working on all items in the shop window. Only by exiting the shop and re-entering can you ctrl to compare again, but the problem repeats.

Ctrl to compare in the inventory window still works fine. I've tested this on multiple characters, multiple shops, always the same problem.
