[b41] Fatigue on rares

I found a rare heavy armour that gave -18% fatigue. I think the rare fatigue bonus is overwriting the armour's penalty instead of adding to it.
Addons: Arcane Blade Tweaks, Fallen Race, Monk Class, Weapons Pack
Currently working on Elementals. It's a big project, so any help would be appreciated. :)
