Defiled wands do not recover Vim when used, contrary to their description.

Strangely enough, I had it recover vim for me the first time I tried it and thought "wow, that's pretty OP". But then it never happened again afterwards. It also applies to mana generating wands as well, and presumably other resource generating charms.
