The wand overhaul

For those of you who don't know, wands and usable items are getting changed for the next version: wands go in your tool slot, and you have a single worn-item cooldown that applies to all items you are wearing. Also, wands are being broken up into a few different types for different power sources, a la runes, infusions, and taints.

I personally think this sounds like an excellent change. It's kind of cheesy to stock up on a pile of wands of teleportation or healing and be able to run from everything without devoting any resources to it.

One thing that caught my eye was that the psionic items are called "torques" - this is a very rare spelling of that word (more commonly "torc") and makes me wonder why I am carrying around rotational force. Additionally, it seems intuitive to me that torcs would go in the amulet slot along with Daneth's Neckguard and the like. Perhaps a psionic charm could be called a "tulpa" (an object created entirely through thought and will) or a "thoughtform".

*Clarification: Artifacts, however, maintain distinct cooldowns. Egoed items, as well as all wands, torques, and totems, share a single universal cooldown.
