[b38] Volley of Arrows and Scatter Shot radius/desc conflict

The radii on both attacks don't seem to match their description. According to the descriptions, I should get an increase in area on level 2, but I have to bring them up to 3 to see it. Seems to happen with both Archers (1.30 mastery) and Temporal Wardens (1.0 mastery)
