When my mouse cursor goes off screen it tries to wrap to the other side. Which causes it to try to wrap back to the side it started on, repeatedly until I hit escape.
Sorry if my explanation is poor. I'll be on IRC if someone needs a better one.

This only seems to happen when a UI element extends all the way from one side to another, such as having the talent bar at the bottom of the screen and having it be the full width of the screen.

In b38 when I use Shoot ( probably works with all targetings ) and move my mouse left/right quickly, the view jumps whole screens to the left or right.
After finding this thread I tried making my skillbar smaller and it appears to have fixed the bug.
And I find the targeting overall really ugly. It should definitly not move the view and reposition my cursor whenever the cursor hits a new tile. This is made worse by moving the cursor instantly but smoothly moving the view over a short time.
