Gwai's Burninator improvement

There are two problems with Gwai's Burninator:

1. It's material level 5, so it only shows up in high level areas.

2. It does weak damage. Every class has a method of doing damage, so this is particularly useless.

First is easier to fix - make it material level 3. Second is trickier... One idea based on chat on IRC is to make it do a flameshock rather than just fire damage. Then it would have a strategic and functional use that people would enjoy having access to.
