My Wyrmic(with 0% equilibrium failure, according to the bar) managed to fail to activate Lightning Speed. Having seen how the game handles decimals sometimes(it was jarring to see I had 7.84546723 strength one time because of a disease), I suspect this wasn't a bug so much as me having an extremely low but non-zero chance of failure, which the game decided to show as 0%.
Perhaps the game should have some way of indicating this? Maybe having "<1%" display when the %chance of failure is between 0 and 1? That or just round up for all numbers above 0.
Incidentally, for other displays, such as having 7.numbers for strength in the level up screen, maybe it should round down? At first I thought my game had flipped its lid, since it looks so much like a bug.

Actually, failures check your current equilibrium + the cost of the talent. Which is sensible, from a balance perspective, but not very nice for players.
Sorry about all the parentheses (sometimes I like to clarify things).
Re: Decimals in action!
Ah. Maybe they should list their individual fail rates next to their equilibrium cost, then?

It doesn't work like that either; it depends on your wisdom stat; your current EQ and the EQ that you will have after using a talent that uses EQ; putting that much computation in the talent description seems highly unnecessary and would create even more unwarranted clutter.

The bar could adjust with an additional light green part shown + new fail rate when you move the mouse over a hotkey.
