With the unlearn (the latest x) skills came a new feature where you can have tier 2 skills without a point in tier 1.
For example you can have freeze without corrosive vapour by learning regularly, saving changes then going back and removing the point in CV.
This will _probably_ work for the higher tears as well, but i have not checked that.
Obviously the scope of that abuse is limited, as you can have max 0/3/0/0 for a tier 2 skill. (Probably 0/0/0/1 for tier 4, but i can't check that theory right now)
Strangely enough, the requirements ARE checked correctly while distributing 'fresh' points it requires saving and reopening the talents to remove that point.

Already reported, and yes it does work with higher tiers. Also, you're not limited to 0/3/0/0 for a tier 2 skill, but that's all that you can do in one go. You'll have the spare point after taking it out of the tier 1 skill, so the next level all you have to do is put it back in, increase tier 2 with the new point, then take the tier 1 point out again.
It's probably unintended behavior, but personally I'm not certain that it's a bug. In the other thread I wanted to get some discussion as to why we need tier-based requirements in addition to stat and level, but it didn't really get anywhere.

Ok, guess that maks it a useless double post then, but in my defense i searched for anything connected with 'tier' before posting, figuring that word would have to pop up in any related bug description.
